			<title type="html"><![CDATA[Notice:  Main entrance barrier damaged]]></title>

of Siam Royal View Pattaya Properties,

This week, a small accident happened at the front gate of the Siam Royal View village (Soi Khao Talo Entrance) by which the barrier on the way OUT was damaged. The barrier can still be operated manually, but your smart cards won't work for the time being.

Spare parts and repair were ordered immediately, but we assume that it will take the supplier some time to fix the barrier, because our gates are special size (much wider than ordinary barriers).

In the meantime, the security guards will open the barrier manually for you, but are still supposed to check the ID of the persons exiting the village. However, since this is on the way OUT, they will randomly check if the persons leaving the village are in possession of a smart card, especially if they cannot remember the person. Please note that  you will need your smart card to operate the barrier when entering the village since the barrier on the way IN is functioning normally.

Please therefore bring your smart cards at all times when leaving the village, and please comply with the screening process by the security guards, if asked to show your smart card.

			<title type="html"><![CDATA[City water supply low pressure]]></title>

We would like to inform you that we have just observed a drop of the 
water pressure in the city water supply pipe to our village. 

Please be aware that city water delivery is disrupted at the moment. 

Therefore, please consider taking your measures, such as: 
- avoid unnecessary water consumption, 
- check the level of your water tank regularly, 
- order a water truck if necessary.   

We are trying to find out the cause of the disruption from the water works, 
and to get an estimate how long the disruption will last.  

We will update if further useful information become available. 

However, as a customer of the city water works, you are of course entitled 
to enquire yourself directly by contacting the water works call center if you wish so.

			<title type="html"><![CDATA[Water Supply Switchover to City Notice]]></title>

			<summary type="html"><![CDATA[Apparently SRV sent a notice to quite a few of us about an imminent switchover of the water to city water.  I did not see this notice,  so I'm attaching it here for everyone.   We all are on limited time to get our own water connection to the city before SRV stops theirs.

In the past few months, we sent several letters to all home owners with the request to file their applications for city water connection. 

Our latest letter covering this subject was dated Nov 2, 2011. We are sending you the letter again (see attachment) for your easy convenience. 

For avoidance of any doubt, please note that your house No. 72 is definitely qualified for city water connection. 

All you need to do is to file an application to the Provincial Water Authority (PWA). Our maintenance team will be happy to assist you with this process. 

We do not understand why - in spite of many reminders of the request - you have not yet filed your application nor contacted our team for assistance for this purpose. Please explain what is your reason for not responding to our request. 

In any case, please note that Siam Royal View will stop to supply water to your house through the temporary water supply system in the near future. 

Siam Royal View was only authorized on a temporary basis to supply water to the houses as long as the PWA was not yet ready to provide direct supply to each house. Since PWA has offered to service your house for quite some time already, Siam Royal View is no longer authorized to bypass the water supply monopoly of the government. 

Therefore, please contact our office in due course as soon as possible to avoid any interruptions of water supply to your house.

			<title type="html"><![CDATA[HoA : Juristic Body (Open Questions)]]></title>

It would appear that the intent of the HoA is to force through the formation of a Juristic Body, which may well be extremely detremental to the overall quality of life within Siam Royal View.

If you look at the relative successes and failures of Juristic Body's and Home Owners / Residents Associations, as with everything, there are good points and bad points.

For example, I have read repeatedly where owners associations have created rules and regulations that have led to residents being heavily 'fined' by their own 'elected' committee's, taken through the respective court systems for various reasons (including non-payment of fines imposed by the HoA), have had their properties re-possessed and subsequently sold by the HoA ... and this is not the worst of it!

I for one am completely against the formation of a Juristic Body at this juncture of the village's development and believe firstly that it is in our best interests (to ensure stability and focus), to ensure that the Management of this village continue to provide the services that they have been - Security, Maintenance, Landscaping, etc and that there are some very important questions outstanding that everyone should be cognizant of.

I am aware that at some time all of us (me included!) have had concerns with the management of Siam Royal View regarding either our properties (at an individual level) or services to the village (such as water supply and internet) and that we continue to worry about the long term prospects for the village and how this may eventually affect our investments and quality of life.

Whilst certainly not the easiest of companies to deal with at times, I have no issue at the moment with the services that are being provided - and this is nothing to do with any efforts of the HoA who are actually, completely toothless, yet appear willing to take credit for SRV's actions.

I have found a 'rhythm' of interacting with SRV that works for me and have as a result, become far happier with my property and my standard of living within the village (I basically try to be reasonable in my expectations, unemotional in my communications - though I do get tested sometimes!, patient in working through issues and ignore unhelpful and rude people - which is what we should be doing in all walks of life?)

I think (of course their will be disagreements on this), that under this economic climate, SRV have done a very reasonable job of ensuring our security, that we live in a well tended and well maintained village and that they continue to spend money promoting the village in order to sell more properties - which will ultimately benefit all of us. 

If individuals have issues with a service provider (developer, contractor, retail or commercial organization), they have recourse via either direct communication or ultimately, the rule of law and there are many laws to protect consumers ...

It's very different indeed if individuals have issues with services provided by a juristic body as technically, they represent the "MAJORITY" - once a committee is elected, they are acting on YOUR behalf, whether you like it or not!

Questions -

Do the homeowners understand that once the Juristic Body is approved and the committee is duly appointed, they are passing power of authority to the elected committee?

THIS MEANS THAT YOU ARE EFFECTIVELY ALLOWING OTHER PEOPLE TO MAKE DECISIONS ON YOUR BEHALF WHICH MAY ULTIMATELY AFFECT YOUR INVESTMENT AND THE WAY IN WHICH YOU LIVE YOUR LIFE.

I for one do not have faith in very many people to allow them to manage my life and also, my investments.

What qualifications, special skills, experience do the HoA have in evaluating and managing prospective service providers to the village?

What language capabilities (local and international) capabilities do the HoA have, both written and spoken to ensure effective two way communications between the residents and srvice providers?

How will the HoA conduct the necessary security and background checks of any prospective service providers and their employees - who will of course be entering our properties and subsequently, our lives?

What guarantees will the HoA be providing residents of the village regading the potential security issues resulting in from an influx of ever changing service providers?

A FRIEND OF MINE HAS JUST RESIGNED FROM HIS POSITION OF CHAIRMAN OF A JURISTIC BODY DUE TO THE DIFFICULTIES IN IDENTIFYING AND OF MANAGING LOCAL SERVICE PROVIDERS - NOT TO MENTION THE GROSS OVERCHARGING, INSTANCES OF THEFT AND INTIMIDATION BY SUPPLIERS AND THE INCUMBENT SERVICE DISPRUPTIONS TO THE RESIDENTS AND RESULTING FALLING STANDARDS OF SERVICES.

What guarantees are the HoA  providing that we will not see substantial increases in maintenance and 'Juristic Body" upkeep fees over the coming months?

WHO WILL PAY THE SALARIES AND MANAGE THE PEOPLE THAT SRV CURRENTLY PAY TO THE VARIOUS ADMIN & SUPPORT PEOPLE THAT WILL NEED TO BE EMPLOYED TO MANAGE THE SERVICE PROVIDERS, PAY THEM AND GENERALLY KEEP THEM FOCUSED - WE WILL!

What guarantees are the HoA providing to ensure that should there be any issues of fraud, mismanagement of funds, cash flow, unforseen issues where costs significantly increase - the residents will not be expected to 'replenish any deficit of funds?'

What guarantees are the HoA providing to ensure that we have improved security, maintenance, etc at the same cost levels?

How do the HoA propose to segregate the village - per SRV's notice to us?

I COMPLETELY UNDERSTAND SRV's POSITION HERE AND UNDERSTAND THE LOGIC CONTAINED WITHIN THE LETTER WHICH THEY RECENTLY DISTRIBUTED. IT IS A LUDICROUS CONCEPT TO HAVE ONE JURISTIC BODY FOR PHASE ONE AND ANOTHER FOR PHASE TWO - ARE THE RESIDENTS AWARE THAT THERE ARE POTENTIALLY FIVE PHASES TO THE SRV DEVELOPMENT?

I will close by saying that nothing is perfect, least of all me - but I do believe that at this juncture, SRV are trying hard to fulfill their responsibilties in a difficult economic climate, have the experience and the 'muscle' to manage the various service providers and although they would like nothing better to not have a maintenence responsibilty - are stepping up to it right now.

I'm sure that some of you have expensive, upsetting and very personal discputes with SRV - but that shouldn't take you down a path that could lead to a decision that may ultmately compromise the entire village ...

SRV - if you are listening guys - could certainly do better in communicating with us .. we are after all customers and possibly, your extended sales team! .. and I think that recently, they have been trying (I thought their recent letter was helpful)

The HoA in proposing a Juristic Body essentially run this village represents a huge risk to all of us (at the moment) as they don't have the experience, the time, the focus and the funding to run, manage and ensure the consistency of services that we need.

My final comment is that this posting is NOT A PERSONAL ATTACK AGAINST ANYBODY, INDIVIDUAL OR OTHERWISE and I am neither going to attend the HoA meeting nor respond to any criticism of this posting, nor participate any further in this issue.

What I do not enjoy are the packs of strays wandering around SRV daily.  They are a menace, as I also enjoy running in the compound.

			<title type="html"><![CDATA[Rat infestation?]]></title>

			<summary type="html"><![CDATA[The last two weeks we have had rats coming into the house through the toilets. The rats have been trapped in the toilets as they are unable to come out of the toilets since my wife insist on us putting down the lid after doing our “business”.

We men have more to fear than women if we pay attention to this small problem.

I guess that there is some logic in women’s taste and conviction, after all.

So if you hear splashing sounds in your toilet you know what “uninvited guest” you have.

To get rid of them, I have thrown some swimming pool chlorine in the toilet which seems to deter them as they swiftly return back in to the toilet.]]></summary>

active on the estate they’re admitting that all the houses are faulty and inferior. And 
they have established a secondary business or income as a result. In Canada of which
I’m familiar with, and as in many other countries there building codes and Government
Inspectors. A building contractor cannot even pour the foundation concrete until a Government inspector has inspected and approved the rebar’s in the concrete forms and from then on inspects all the various phases of the construction, struts, wiring, plumbing etc. When a new house is finished it’s essentially certified and good to go. There are no maintenance crews roaming around the sub-division executing repairs. The day I moved in
I was told by SRV personnel to make a list of every thing that was wrong, that’s when I knew I had made a big mistake by investing in SRV. Nobody had made a functionality test

			<title type="html"><![CDATA[Security - **IMPORTANT** - Affects ALL Residents]]></title>

If anyone has read my multiple earlier posts  I have to ask as only two residents have ever acknowledged earlier postings on this subject - which is a big disappointment.

There continues to be serious intrusions into people's properties and I'm certain that it will not be long before someone (God forbid!), get's hurt - 

It's time to do something about it, participate, be active and help each other.

I feel deeply sorry that fellow residents and their families have had to suffer both the distress and inconvenience caused by this.

Thus far, properties that have items stolen or attempted break-ins are as follows : and these are only the ones that I amaware of ... there might even be more?

House number 40 (Next to Security) - TWICE this year

House number 42 (almost next to security), ONCE - LAST WEEK ... the thieves even stole a 42" Plasma TV, a guitar collection & a DOUBLE REFRIGERATOR plus assorted other items.

House number 50 - TWICE

House number 60 - TWO attempted break-ins, this year

House number 80 - ONCE, less than two months ago

House number 87 - THREE times, this year

House number 88 - ONCE, LAST NIGHT - this time the thieves loaded up the owners car with items which included a WASHING MACHINE and simply drove out of the development.

House number 96 - ONCE, in the last month

House number 114 - ONCE, in the last month

House number 116 - ONCE, less than two months ago

House number 128 - ONCE, less than three months ago

House number 324 (sorry if it's the wrong number - you know who you are) - ONCE, less than two months ago

House number 429 - ONCE, three weeks ago and I understand that the theives broke into the house when the owners were sleeping.

House number 602/4 - TWICE, this year and as I understand it, in the SAME WEEK

I was writing this note in the hope that you would all take some responsibility to support one another ..... 

I spoke with Gusti & Jack this morning both of whom shared my personal concern regarding the security ...

I suggested that we (the residents of SRV and representatives from  SRV : Gusti being one of them), have an open discussion to formulate some ideas to improve the general security.

Please note : It takes more than a few extra bodies standing to attention and saluting (or not as the case may be), as you pass the gate. 

I suggested that we (all of us) in an open meeting - discuss options around security improvements ...

A few ideas might be an RFID "Smart Card" entry system for the main gates (front & back) -  I already suggested this to Gusti & Jack and highlighted that for this to benefit us in any way - the boundary walls would need completing and the lights around the development would need finishing.

Gusti acknowledged that this would indeed need completing.

A system of this type would mean that any vehicle entering with a 'smart card' - tuned to the system, would not be required to stop and produce identification but ANY vehicle without a smart card would have to stop and produce identification and a reason for being in the village.

Security would keep a copy of the ID for a period of time.

It would also perhaps help if 'unescorted' visitors were not allowed to travel around the village - ie. They say the property they are visiting and security drive in front of them to that property.

I don't see why this should be an issue for us or any of our guests??

In closing - Gusti accepted that security is both a problem and a serious area of concern for SRV management, they are prepared to meet us.

There is one provision (and it was my suggestion) - if such a discussion took place, it would be based upon a single subject : The SECURITY of the village - which affects us all.

There should be no individual grievances aired at such a public forum and no personal attacks on representatives from SRV.

It really is not as simple as putting more inept, underpaid and disinterested people around the village.

We need a multi-faceted solution (that may even have some incremental cost implications to the residents - but how much is the safety of one's family worth?), which may include : Technology (such as RFID Smart Cards), improved process on managing visitors, a little patience from us with accepting new proceedures, completing the boundary walls, improving the perimeter and site lighting, probably some better trained and equipped security - and a few more of them!
